With these actions, FECILS seeks to establish itself as a cultural event that, in addition to generating film exhibition spaces in the Coquimbo region, applies its emphasis on generating new audiences. With the name Illusive Eye the optical process by which animation occurs in our brain by generating movement from the illusion produced by the rapid exposure to images in sequence is evoked. Animation offers the construction of credible universes, capable of freeing us from the limits of immediate reality.
With the coming of current communication technologies, animation has gained even more ground than it had in Film, Didactics and Videogames. Now, with the internet and the power of cell phones, mobile applications and the interconnection of devices and institutions with the network, animation has become an essential part of the language of interaction between the user and the world.
This audiovisual language has extended its discursive horizons as far as the human imagination reaches, and technically its evolution has allowed it to overcome reality by opening a fantastic vortex that provides immersive experiences and high doses of empathy as well as tons of fans of all ages and throughout the world, developing any theme with great aesthetic contributions and various levels of depth.
In honor of this abyss of creativity and as an invitation to immerse ourselves in it, this meeting space has been created for creators, scholars and amateurs. Looking to show not only its strength in the current film narrative but the presence of other types of speeches built on this means of visual expression: GIFs, memes, stickers, emoticons, headers, symbols for social networks, interface elements, banners, promotions , and any type of element generated from the illusion of an eye.
Our mission is to have a festival dedicated to films that strive to make a difference. In this our inaugural year we are looking for films to showcase that will encourage people to look at the world around them in a different light. We are looking for short films, feature films and documentaries that challenge the status quo and ask the viewers to reevaluate their views on how things work. We will be viewing the films in the scenic Niagara Falls, NY at the Niagara Arts and Cultural Center on September 5-7, 2025 and will invite people to come view the selected films and give real time feedback to how the films made them feel.

COLIFFE - COLiseum International Film FEstival
THE FOURTH EDITION OF THE INTERNATIONAL FILM FESTIVAL WHICH CELEBRATES WORKS FROM ALL THE WORLD.
IT HAS A PROFOUND INTERNATIONAL SCOPE AND WAS BORN WITH THE OBJECTIVE AND NEED TO ENHANCE INDEPENDENT CINEMA AND FIRST WORKS.
The Pianeta Empatia Association which is organizing the IV Edition of the "Coliseum International Film Festival - COLIFFE", an event dedicated to promoting independent cinema and emerging directors, and to creating a moment of cultural and social aggregation, an experience of cooperation and integration between peoples.
COLISEUM, as a symbol of the Capital and of the territory to be enhanced by creating cultural specificities that act as an attraction;
INTERNATIONAL, like works from all over the world;
FILM, as a means of international communication, comparison as well as a container for criticism, development and promotion;
FESTIVAL, as a competition and showcase of titles and personalities.
The objective of the festival is to promote international competitiveness through attractiveness, a theme that concerns territories not only for what they are but also for how they can be developed and communicated. A territory is social value, exchange value and experience value, but also cultural value and economic value.
The Coliseum International Film Festival is a fundamental resource for the film industry as it not only contributes significantly to the cultural, economic and social development of the territory in which it is held, but also constitutes an essential link in the ecosystem of the film industry.
The Coliseum International Film Festival is multi-mission, in fact:
• promotes the knowledge and diffusion of international cinema in all its forms of art, entertainment and industry, in a spirit of freedom, equality and equal opportunities;
• offers directors wider recognition for their work, spreading word of mouth among critics, cinephiles and audiences;
• discovers new talent and helps structure emerging production areas;
• creates business opportunities for films that have not yet obtained agreements for commercial exploitation or for certain territories.
The fourth edition of the Festival is defined as "social", that is, with the aim of enhancing the aggregation of all the protagonists of independent cinema and first works and the social values of cinema.
The fourth edition, like the third, can be defined as a GREEN FESTIVAL from all the following points of view, from Sustainable Mobility (the locations are always identified near subway and/or train stops, means that are suggested to guests, together with electric ones and the car sharing solution) to Sustainable Energy Consumption (in in-person locations the aim is to reduce energy consumption, reducing lighting to the bare minimum by setting the heating system to the minimum level of well-being), from the Printing of Materials (the digital format is favored for communication, information and promotion of the event or paper materials printed on recycled paper by FSC/PEFC certified suppliers and the prizes are made with organic materials extracted from corn grain or with natural and degradable glass fibres) to the Installations (they are made only with biodegradable materials , without specific references to the edition, to be able to reuse them in the future).
From Waste Management (separate collection of the same numerous collection points and easily recognizable and visible containers) to Guest Management (only digital train and subway tickets and Travelife or Green Globe certified hotels are offered), from Food Sustainability (DOCG wines at 0 km, water and drinks on tap, no food waste, seasonal products at 0 km, washable crockery and certified tissue paper napkins) to Environmental Culture and Social Sustainability (sponsors who share and support the sustainability values of the festival and suppliers equipped with a certified Environmental Management System, chosen locations free of architectural barriers and accessible to people with disabilities and specific needs, promotion of gender equality and full participation of all individuals and valorisation of the territory) to end with Training and Communication (staff adequately trained on environmental sustainability and on the conduct policies adopted by the management and communication of the environmental and eco-sustainable policies adopted by the festival).
The festival invites all participants, in every form and role, to pay particular attention to adopting behaviors in this green direction.
